Rick Boucher, the Democratic Representative from Virginia’s 9th District and Chairman of the Subcommittee on Communications, Technology, and the Internet, is seeking to introduce legislation that would essentially rewrite the laws that impact Internet privacy. Rep. Boucher believes these laws need to be modernized to better protect users’ privacy and security, including with respect to the use of technologies, such as DPI, that are used to examine the content of communications sent over the Internet. DPI technology is used for many purposes, including surveillance, law enforcement, and terms of use enforcement. DPI technology is also used for targeted and behavioral advertising: methods used by companies to track a consumer’s online activity and provide targeted advertising. Rep. Boucher plans on holding a joint hearing with the Subcommittee in Commerce this summer and inviting Internet-based companies to testify. The focus of the joint hearing will be to examine online privacy. Rep. Boucher is taking the position that such legislation will boost, not hinder, e-commerce.
