Tens of thousands of Pennsylvania state employees who received only partial paychecks on July 17th are anxiously waiting to see if they will get any paycheck at all this coming Friday. Pennsylvania officials are saying that if a state budget is not passed by July 31st, state employees will not get paid until a budget is passed, stating that the state constitution requires the legislature to adopt a budget for state employees to be paid. Apparently the current plan is to have tens of thousands of Pennsylvanians work for no pay indefinitely and then pay them all their back pay (without interest) at some point in the indefinite future when a budget is finally passed. However, apart from the obvious practical fallout of this plan (maintaining the work force, people not being able to pay their bills or feed their families, the overall strain on an already struggling economy), federal law demands that employees not only get paid, but get paid in a timely manner. By adhering to the state constitution and refusing to timely pay employees for their work, it seems that Pennsylvania is in violation of federal law.
